Utility Files To Double Purchase Of Receivables (POR) Discount Rate to 10%

Fitchburg Gas and Electric (Unitil) in Massachusetts has proposed a significant increase to its Residential purchase of receivables discount rate, under an annual update to the discount rates
Unitil's new POR discount rates in Massachusetts, formally known as Standard Complete Billing Percentages (SCBPs), are proposed to be effective December 1, 2026
Fitchburg Gas and Electric proposes to set the residential POR discount at 9.98%, nearly double the current discount of 5.47%
For small & regular general service customers, the POR discount would decrease to 1.13%, from the current discount of 2.16%
The overall POR discount increase in the Residential customer group is driven by both higher uncollectibles and a higher reconciliation factor, as detailed below:
