The New York PSC requested stakeholder comments on a Department of Public Service Staff report on municipal aggregation (CCAs) which, as first reported by ECM, proposes that the PSC cease authorization for the use of opt-out enrollment into community choice aggregation, and require the drop of any remaining CCA customers to default service
