Over its first 12 months of service, the Standard Choice Offer (SCO) program at Columbia Gas of Ohio did not lead to any appreciable change in migration to choice (non-SCO) service, a report from Staff of the Public Utilities Commission of Ohio concluded.

The Public Utilities Commission of Ohio adopted a stipulation which provides triggers for Columbia Gas' automatic exit from the merchant function for non-residential customers, and adopted mechanisms to allocate any non-shopping customers at that time, and any future non-shopping customers.

A revised settlement filed with the Public Utilities Commission of Ohio, now supported in part by the Ohio Consumers' Counsel, would remove an originally proposed trigger that would have required Columbia Gas to file an application at PUCO to exit the merchant function.

Customers on choice service at Columbia Gas of Ohio have paid nearly $1 billion more than rates for the applicable default service since 1997, the Ohio Consumers' Counsel said in comments opposing a non-unanimous stipulation which would set milestones for Columbia's exit from the merchant function.
