Regulator Formally Notices New Proceeding For Default Service Procurement Changes

The Connecticut PURA formally issued a notice opening Docket 12-06-02RE04 for certain changes to the standard service procurement plan, under newly enacted Public Act 25-173

Pursuant to Section 31 of Public Act 25-173, the Authority’s procurement manager shall, in consultation with the electric distribution companies, the Consumer Counsel, and the Commissioner of Energy and Environmental Protection, develop and submit a proposed amendment of the standard service procurement plan by February 15, 2026.

As previously reported, the proposed amendment shall include, at minimum, modifications regarding (1) the frequency of competitive solicitations, (2) implementation guidelines for a new provision that requires each electric distribution company to, "develop and maintain the capacity to engage in dynamic market purchases for not less than twenty-five per cent of the standard service load," and (3) a risk mitigation provision related to dynamic market purchases.

Under Public Act 25-173, "dynamic market purchases" means the purchase of energy, capacity or other market products necessary to serve standard service electric load using market purchases in the regional independent system operator markets, financial contracts, or other variable procurement techniques

The PUC opened the proceeding to enable the development of the proposed amendment and to review and approve (with modification as needed) the procurement plan.
