Texas PUC Directs DRRS Under NPRR 1309 Should Be Developed Without Attempting To Include Energy Storage Resources In 1309, But Stresses Storage's Eligibility For DRRS, And Seeks Start Of Storage Participation Coincident To Start Of DRRS

Issuing guidance requested by Texas PUC Staff, the Texas PUC directed that stakeholders should continue to develop Dispatchable Reliability Reserve Service (DRRS) without attempting to include energy storage resources (ESRs) in the specific NPRRs 1309 and 1310, in order to avoid delaying the implementation of the core DRRS functionality

However, Commissioners generally expressed the PUC's technology-neutral stance, with Chair Thomas Gleeson stating that batteries should be able to access DRRS revenues

Gleeson said that batteries do present unique issues which are best addressed in a separate NPRR, but stressed that the PUC's guidance to remove ESRs from NPRRs 1309 and 1310 should not be seen as justification to unnecessarily delay ESR participation in DRRS. Rather, Gleeson said that the guidance is contingent on a separate ESR NPRR being processed such that ESRs could be rolled into the first run of DRRS. Commissioner Kathleen Jackson also stressed that the approach should allow batteries to participate on day one of DRRS.

Addressing DRRS generally, Commissioner Courtney Hjaltman said that stakeholders, as they further develop the NPRRs, should consider a seasonal component

The Commissioners also provided the following direction as had been sought by Staff:

• To the extent ESR participation is permitted in DRRS, it should be limited to resources with sufficient storage capacity (MWh) to discharge at their maximum sustained discharging capability (MW) for at least four hours (e.g., four-hour ESRs).

• The requirements of PURA § 39.159(d)(2)(A) and (B) should be considered a joint requirement. Specifically, a resource qualifies to provide off-line DRRS up to the power output (MW) it can reach within two hours of being called on for deployment.
