Utility Files Changes To POR Discount Rates, Increase In Billing Fee For Retail Suppliers

As part of a newly filed rate case in Pennsylvania, Peoples Natural Gas Company LLC has filed updates to its purchase of receivables discount rates and has proposed an increase in the billing fee charged to retail suppliers
Peoples would set the residential POR discount at 1.930%, down from the current 2.20%
Peoples would set the commercial and industrial POR discount at 0.423%, up from the current 0.332%
The Merchant Function Charges would also be updated, and are generally the same as the POR discounts (the MFCs are expressed to a 4th decimal place)
For residential customers receiving service under Rate RS and Rate GS-T, the MFC would equal the updated write-off factor of 1.9300% times the gas cost charges (changed from the current 2.200%)
For Small, Medium, and Large General Service customers receiving service under Rate SGS, MGS, LGS and Rate GST, the MFC would equal the updated the write-off factor of 0.4233% times the gas cost charges (changed from the current 0.332%)
Under the rate case, Peoples would strike from the supplier tariff the administrative adder POR discount. The current tariff lists the administrative adder POR discount as 0.0213%, with the current tariff providing that the adder is to be eliminated once actual costs of establishing the POR program are
recovered
Peoples would increase its billing fee to retail suppliers under Rate SBS Supplier Billing Service (utility consolidated billing) to a $0.25 billing charge per customer per month, from the current $0.15 billing charge per customer per month
Peoples would increase the bypassable Gas Procurement Charge (GPC) to be $0.0984 per Mcf, from the current $0.0865 per Mcf
