Two Texas Retail Providers File To Relinquish REP Certificates; PUC Revokes Certificates Of Two Other REPs (& License Briefs, 4/2/26)

Pulse Power, A Unit Of Shell, Files To Relinquish Texas REP Certificate
Pulse Power LLC, a unit of Shell, filed to relinquish its Option 1 Texas retail electric provider certificate. Pulse, and affiliate Shell Energy Solutions, had each sold a customer book to NRG Energy in early 2025. As of publication time, Shell Energy Solutions (a d/b/a of MP2 Energy Texas LLC) is not seeking to relinquish its REP certificate.
STAT Energy Files To Relinquish Texas REP Certificate
STAT Energy, LLC filed to relinquish its Option 1 Texas retail electric provider certificate. As first reported by EnergyChoiceMatters.com, STAT Energy had in late 2025 sold its Texas retail electric customer book to Spark HoldCo, LLC, an affiliate of Via Renewables, Inc.
Texas PUC Revokes Retail Provider's REP Certificate, Under Default Order
The Texas PUC issued a default order which revokes the retail electric provider (REP) certificate of Onxy Electric Energy LLC (Onxy), as the PUC found that Onxy did not file a response to a petition from PUC Staff for revocation, or request a hearing, or file a response to a motion for a default order. As more fully detailed in ECM's prior story here, PUC Staff has alleged, among other things, that Onxy, "has a demonstrated pattern of not responding to Commission inquiries in a timely fashion and a demonstrated pattern of failing to meet the requirements of Commission rules concerning its EOP [emergency operations plan] filings." The PUC found that a "pattern of not responding to Commission inquiries" had been established, which the PUC found constituted a "significant violation" of the REP certification rules. Onxy Electric Energy LLC had been an Option 2 retail electric provider. Option 2 REPs are limited to serving customers 1 MW and larger which provide an affidavit agreeing to such service. Texas PUC Revokes Retail Provider's REP Certificate, Under Settlement
The Texas PUC approved without modification a settlement between Declaration Energy, LLC and PUC Staff under which the PUC revoked Declaration Energy's retail electric provider certificate to resolve allegations that, as stated in the settlement, "Declaration committed a significant violation of Commission rules under 16 TAC §§ 25.107(k)(7) and (16) by failing to meet financial obligations on a reasonable and timely basis and by failing to timely remit payment to transmission and distribution utilities (TDUs)." Pennsylvania PUC Cancels Licenses Of Two Energy Brokers
The Pennsylvania PUC issued a final order canceling the licenses of two retail electric brokers/marketers for failure to file proof of security in the manner prescribed by the PUC. The identities of the brokers whose licenses were cancelled can be found in Table 2 of the PUC's April 2nd final order, on page 2. M-2026-3059584
