Base Formally Rolls Out Texas Electricity Plans Not Tied To Home Storage Product, Guarantees Rate Below Market Average At Enrollment & Renewal

Base Power in Texas formally announced a new residential electricity plan which Base says is guaranteed to be below the market average at enrollment and at the time of renewal.
The Base Energy plan is available without signing up for Base's home energy storage offering, and is also available with enrollment into the energy storage offering
Base's terms of service for the plan states, "If you have entered a Battery Service Agreement with our affiliate, when your Fixed Rate Plan is up for renewal, we will offer you a competitive renewal price. If the all-in
renewal price offered by us is more than the all-in price for
a comparable plan (meaning fixed price, same term
length, time of use, same renewable percentage etc.) being offered by available REPs on powertochoose.org for your zip code, you may notify Base in writing, providing
proof of the average market price. If Base can verify the
average market price you have provided, Base will
attempt to match the average market price. If Base cannot
match the average market price, you will not owe Base’s
affiliate any cancellation charge under the battery
agreement. If powertochoose.org is not available at the
time of the renewal offer, you have the right to request
alternative REP offers be used to calculate the average
market price."
In the Oncor service area, Base is offering an "energy-only" (no battery) 100% renewable 36-month fixed plan with an average all-in rate at 1,000 kWh usage of 14¢ per kWh, reflecting an energy charge of 8¢ per kWh and Oncor TDU charges of 5.6183¢ per kWh and $4.23 per month. An early termination fee of $20 per month applies
Base said that the launch of the new plan, "follows new data from the company showing a disconnect in the Texas electricity market: while 81% of Texans report being satisfied with their provider, 7 in 10 households are overpaying for electricity."
Base said that its findings are based on a March 2026 consumer survey conducted of Texas residents in deregulated electricity markets, as well as an analysis of thousands of electricity bills submitted through Base Power’s rate comparison tool. "The bill comparison is made up of a sample of Texans that submitted their bill on Base Power’s website and may not be representative of all Texas electricity consumers," Base said
Base said in a news release, "Base Power members pay less because of their unique business model. While traditional providers profit from quiet rate increases and hidden fees, Base operates a fleet of home batteries that generate revenue by supporting the Texas grid. Those earnings come back to members in the form of a low, fixed rate, guaranteed to stay below market."
