PSC Approves Specific Utility Ownership Of Energy Storage, Including Utility Ownership Of Customer-Sited Storage

The Maryland PSC issued an order approving certain specific ownership of energy storage by Baltimore Gas & Electric
Specifically, the PSC approved BGE ownership of 3 MW of Utility Distribution Battery Energy Storage Systems (DBESS) and 15 MW of front-of-the-meter energy storage under a Commercial and Industrial (C&I) Customer-Sited Program (CSP)
The PSC had conditionally approved BGE's ownership of storage under the C&I Customer-Sited Program last year, subject to additional filings
The PSC said in an April 8 order that, "The Commission is now persuaded that BGE’s current proposal meets both NGEA [Next Generation Energy Act] ownership requirements and the Commission's requirements in Order No. 91705. The Commission affirms BGE’s DBESS and CSP proposals for the first tranche of NGEA distribution-connected projects."
The PSC stressed that, "This approval does not pre-authorize or pre-judge the question of future utility-owned FTM BESS, however."
BGE will also seek 11 MW of third-party-owned energy storage under BGE's NGEA storage plan
Potomac Edison, Pepco, and Delmarva had not proposed any utility-owned storage in their NGEA plans, relying solely on third party projects
