Utility Withdraws Proposal For Accelerated 1-2¢/kWh Increase In Default Service Rates

Granite State Electric (GSE or Liberty Utilities) in New Hampshire has withdrawn a proposal to implement an interim update to its electricity default service reconciliation factor, which had been proposed in order to begin collection of a pending $8 million under-recovery balance for default service prior to the migration of several municipal aggregations away from utility supply

GSE's proposal to begin recovery of the balance prior to the next customary default service rate adjustment would have increased the default service rate by $0.01105 per kWh for the small customer group, and would have increased the default service rate by $0.02293 per kWh for the large customer group.
GSE had initially sought that the higher SOS rates take effect for May to July 2026, prior to the next customary update of SOS rates on August 1.
GSE (Liberty) has now withdrawn this proposal
"In light of information received shortly after Liberty’s March 2,
2026, filing, Liberty withdraws its proposal to adjust the ESAF and Default Energy
Service rates as of May 1 because such an adjustment is no longer practical," GSE said
While GSE's testimony was not explicit as to such information received shortly after March 2, GSE reported that the Town of Windham’s opt-out aggregation will launch in May 2026, and GSE said that it learned on March 13, 2026 that the Town of
Pelham is preparing to launch an opt-out aggregation in June 2026.
Combined with existing CCAs (including Salem), GSE expects that less than 10% of the forecasted annual load (kWh) of all customers in the GSE service territory will take
Default Energy Service beginning August 1, 2026.
