PUC Issues Proposed Revisions To Default Service Rules

The PUC of Ohio has issued for comment proposed rule revisions governing the electricity Standard Service Offer (SSO), at Ohio Adm.Code Chapter 4901:1-35, as part of a customary 5-year rule review

Other than revisions to reflect recent statutory changes, PUCO does not propose any substantive revisions to the SSO rules

Among other things, the proposed rules implement HB 15 which eliminated the electric security plan as an option for utilities to provide SSO, with the rules updated to reflect that the SSO shall be exclusively supplied under a competitive bid process (the term market-rate offer, while used in statute, would not be used in the draft revised rules)

PUCO does not propose any substantive changes with respect to the existing rules governing a competitive bid process. As such, the draft rules do not include any prescriptive requirements on competitive bid plan products, such as product types, term lengths, the number and timing of procurements and laddering, the format of procurement (descending clock vs. sealed bid), load caps, etc.

PUCO does propose to eliminate the current requirement that utilities hold a technical conference at the start of a newly proposed SSO plan
