PUC Proposes Revisions To Transmission Cost Recovery Rider Rules

The PUC of Ohio has issued for public comment draft revisions to the electric transmission cost recovery rider rules in Ohio Adm.Code Chapter 4901:1-36, under a customary five-year review of the rules
PUCO does not propose any substantive changes to the rules
Although the transmission cost recovery rider rules under Ohio Adm.Code Chapter 4901:1-36 specifically relate to a utility's ability, pursuant to RC 4928.05, to recover, through a reconcilable rider on distribution rates, all transmission and transmission-related costs
imposed by FERC or an RTO, the existing and proposed rules provide that the utility's related transmission cost recovery rider shall be avoidable by all customers who choose alternative generation suppliers, and provide that the electric utility no longer bears the responsibility of providing generation and transmission service to those customers
PUCO does not propose any modified rules to govern various transmission-related issues, such as the recovery of non-market-based transmission charges on a competitively neutral basis and the ability of certain customers to opt-out of such nonbypassable treatment under a pilot, or various pilots allowing certain customers to elect 1 CP or 6 CP for transmission charges, instead of monthly billed demand (in kW) and billed kWh consumption, or, for small customers, monthly kWh consumption only
