Major parties in the Texas PUC proceeding addressing CenterPoint Energy Houston Electric, LLC's application to update the distribution cost recovery factor (DCRF), which is charged to REPs, have reached a settlement to establish new Rider DCRF rates

Signatories include CenterPoint Energy Houston Electric, LLC, Staff of the Public Utility Commission of Texas, the City of Houston, Texas Coast Utilities Coalition, Gulf Coast Coalition of Cities, and the Office of Public Utility Counsel. TIEC does not oppose the stipulation

The settlement's DCRF rates are below, to be effective June 1, 2026, including being effective on an interim basis on June 1, 2026 as needed if the PUC does not issue a final order before such time

As shown below, the stipulation would increase the DCRF for residential customers by nearly 2 mills per kWh, and would increase the Secondary <= 10 kVA DCRF by 1.6 mills per kWh

The settlement's DCRF rates are lower than those originally proposed by CenterPoint Energy Houston Electric
