PSC Approves Higher Bypassable Margin In SOS Rates; Updated SOS Rates & Reconciliation Components

The Delaware PSC has approved at Delmarva Power, on a temporary basis, new electric SOS rates, including updates to the Reasonable Allowance for Retail Margin (RARM) and Procurement Cost Adjustment (PCA) included in SOS rates, with the new rates permitted to take effect June 1, 2026, but, as is customary, subject to further investigation

Notably, the RARM, which serves as a retail adder, is increasing 44% on June 1, 2026, from the current $0.001337 to $0.001926 per kWh

The RARM is embedded into the tariffed SOS rates and is not a separate line item

Additionally, the PSC set values for the bypassable PCA, which is also embedded into the tariffed SOS rates, as follows, by SOS class, effective June 1, 2026:

Delmarva-DE PCA, $ per kWh

R, Space Heating R, R-TOU-ND, PIV SGS-ND, Separately Metered Water Heating, Separately Metered Space Heating, ORL, OL, X: $0.004997 per kWh

MGS-S: $(0.001755) per kWh

LGS-S: $(0.013819) per kWh

GS-P: $(0.008748) per kWh

The PSC also approved updates to Delmarva's SOS rates based on annual procurements as well as the updated factors listed above.

For Residential R customers, the SOS Supply Capacity, Energy and Ancillary rate is increasing 17% to $0.111063/kWh effective June 1, 2026, from the current $0.094804 per kWh. The R SOS Supply Capacity, Energy and Ancillary rate will be updated again to $0.114049 per kWh on October 1, 2026, to be in place through May 31, 2027 (while Rate R has block rates, all of the blocks have identical rates for each period)

For the standard Small General Service – Secondary Non-Demand SGS-ND rate class (not including separately metered heating classes, etc), the SOS Supply Capacity, Energy and Ancillary rate is increasing 23% to $0.103985 per kWh effective June 1, 2026, from the current $0.084689 per kWh. The standard SGS-ND SOS Supply Capacity, Energy and Ancillary rate will be updated again to $0.099489 per kWh on October 1, 2026, to be in place through May 31, 2027

All new SOS rates for all classes can be found in Delmarva's filing from March 27, 2026 which is accessible here (the PSC has approved these rates as filed on a temporary basis as noted above)
