Texas PUC Staff Revise Recommendation On Reference Technology For CONE To Be Used In ERCOT Triennial Reliability Assessment

Staff of the Texas PUC has revised certain recommendations concerning the value for the Cost of New Entry to be used in the ERCOT Triennial Reliability Assessment
Staff originally recommended that ERCOT use the small frame combustion turbine as the reference technology for the limited CONE study.
Of this original recommendation, Staff had said, "Though it was more expensive than the larger frame combustion turbine historically used for previous ERCOT CONE values, it represented a technology that was considered more likely to be available by 2029."
Staff had noted the increased uncertainty around the near-term availability of any additional natural gas generation beyond what has already been procured, and had recommended that the CONE value used to inform market design changes should not be based on short-term, abnormal conditions, but on what the market is trying to incentivize long-term to satisfy the reliability standard.
Providing a revised CONE recommendation, Staff on April 30 said in a filing that, "After additional consideration and discussion, Staff now believes that the more appropriate choice of reference technology is the large frame combustion turbine that has historically been used to set the ERCOT CONE value, rather than the more expensive small frame combustion turbine."
Staff noted that any potential further modification to the reference technology can be considered prior to the next reliability standard assessment in 2029.
Additionally, Staff had originally recommended that the CONE value be reported in real dollars, as this is consistent with how CONE has been previously reported in ERCOT.
Staff on April 30 said that, "Upon further consideration, Staff modifies this recommendation to have ERCOT and its consultant report CONE values in both real and nominal dollars and summarize the pros and cons of using either value in setting ERCOT’s CONE."
