Regulator Approves 35% Increase In Residential POR Discount, Also Approves Negative Discount Rate For Commercial Customers, Addressing Two Utilities

The Massachusetts DPU has approved, as filed without modification, annual updates to the electricity standard complete billing percentages (SCBPs), or purchase of receivables (POR) discount rates, at Nstar (Eversource) and at National Grid, effective May 1, 2026
At Nstar, the residential POR discount was set at 2.10% effective May 1, or 35% higher than the current discount of 1.55%.
All listed Nstar discounts apply to all of Nstar's Massachusetts electric territories (no territory-specific SCBPs)
For commercial customers, Nstar's new commercial POR discount is 0.58% effective May 1, versus the current 0.65% (the commercial class includes the "Other" class category)

National Grid
The DPU approved the National Grid POR discounts listed below
Notably, the National Grid commercial POR discount was set at (0.12)% (a credit), compared to the current 3.39% discount
For residential customers, the National Grid POR discount is 2.56% effective May 1, down slightly from the current 2.68%
