National Grid Residential, Small Commercial Default Service Rates Increasing 10-13%

National Grid's electricity basic service rates in Massachusetts for residential customers, excluding the bypassable Basic Service Administrative Cost Adjustment Factor (BSACF) and the Smart Grid Customer Cost Adjustment Factor (SGCCAF), will increase 13% on August 1.

Specifically, for residential customers, National Grid's fixed "Base" Basic Service Rate including the GIS Adder for the period August 2026 to January 2027 will be 16.669 cents per kWh, which is 13% higher than the current "Base" rate of 14.751 cents per kWh. These rates exclude the BSACF and SGCCAF

National Grid will submit its annual BSACF filing on or around June 15, 2026, with proposed BSACFs to be effective August 1, 2026; thus, comparisons using the current BSACF in the new August 2026 basic service rates are not appropriate, though the ultimate date for any revised BSACF charge is subject to DPU review and the issuance of an order

The SGCCAF is currently 0.0 cents per kWh

For commercial customers, National Grid's fixed "Base" Basic Service Rate including the GIS Adder for the period August 2026 to January 2027 will be 15.221 cents per kWh, which is 10% higher than the current "Base" rate of 13.877 cents per kWh. These rates exclude the BSACF and SGCCAF

For illustrative purposes only, National Grid's August 2026 residential all-in basic service rate using the current BSACF and SGCCAF would be 17.290 cents per kWh, versus the current all-in rate of 15.372 cents per kWh, and National Grid's August 2026 commercial all-in basic service rate using the current BSACF and SGCCAF would be 15.837 cents per kWh versus the current all-in rate of 14.493 cents per kWh. As noted, these all-in rates are not likely to represent final rates due to the expected change in the BSACF proposed to be effective in August
