Maryland Utilities Report Retail Suppliers' Compliance With End Of Residential UCB

The Maryland utilities have reported the compliance by retail energy suppliers with the end of residential UCB with POR, which required suppliers to either drop customers to default service effective January 1, 2026, or serve the customers under dual billing or SCB
Baltimore Gas & Electric reported that one retail electric supplier, whose identity was redacted, submitted drop transactions for three residential customers such that the effective date of the drop was after January 1, 2026.
BGE reported that BGE worked with the supplier and manually changed the effective date of the drops to December 31, 2025.
BGE said that, "Otherwise, all retail electric suppliers complied with Commission Order No. 91463 to either return their residential customers back to BGE or serve them under dual billing effective January 1, 2026."
Washington Gas Light reported that, of 13,351 residential customers on competitive supply as of a November 24, 2025 deadline to initiate a drop to default service, retail suppliers had submitted drops for 12,344 customers. WGL reported that the remaining 1,007 residential customers had to be manually dropped by WGL, for a variety of reasons, to ensure that the customers were not served under UCB as of January 1, 2026. WGL did not provide additional specificity concerning such reasons. No residential customers were served under POR at WGL in Maryland as of January 1, 2026, "due to efforts by the Company to work with suppliers [sic] who did not drop all of its [sic] residential customers by the November 24, 2025 deadline."
Potomac Edison reported that four retail suppliers, which were not publicly identified, failed to drop a total of 278 residential customers by the January 1, 2026 deadline for the end of residential UCB. Potomac Edison manually dropped 278 residential customers. This includes customers that were dropped to default service as well as customers that were manually switched to dual billing because the supplier did not request the change in time.
Pepco, Delmarva, and SMECO reported to the Maryland PSC that no suppliers failed to drop their residential customers from UCB as of January 1, 2026
