Current Utility Employee Seeks Energy Broker License

Billing Union, Inc. applied for an Illinois electric agent, broker, and consultant license

Zafar Choudhry, with over 45 years experience in the electric industry, is listed as President of Billing Union, and, as of the time of the filing of the application, is 100% owner.

Choudhry is employed by Commonwealth Edison as a principal contract specialist working on interconnection contracting matters, as described further below. Choudhry previously served as a senior engineer at MAIN Inc. (the then Midwest NERC reliability council), working with power marketers to facilitate energy trade in the Midwest

Billing Union's application states that, "Mr. Choudhry is currently employed by Commonwealth Edison Company (ComEd) as a Principal Contract Specialist. His role at ComEd involves transmission-level interconnection of generating facilities (wind farms, solar farms, and battery storage) and has no involvement with retail electric supply, customer accounts, retail pricing, or customer enrollment. Mr. Choudhry does not have access to non-public retail customer information, retail supply pricing, or any other information that would confer a competitive advantage in the brokerage of retail electric supply. Billing Union, Inc. will operate as a fully separate enterprise from Mr. Choudhry's employment at ComEd, and its brokerage activities will have no overlap with his ComEd duties."

"Mr. Zafar Choudhry, President, will not perform direct customer solicitation in the ComEd service territory," the application states

Billing Union's application states, "all customer solicitation and pre-contract disclosures in the Commonwealth Edison service territory will be performed by Jason Raphael, Director of Marketing & Sales, who is not employed by or affiliated with any electric utility operating in Illinois."

Billing Union's application states, "Applicant does not currently operate as an agent, broker, or consultant in any other jurisdiction. Upon licensure in Illinois, Applicant intends to seek licensure in Ohio, Texas, and Pennsylvania in the future."

Billing Union's website includes a message from Zafar I. Choudhry stating as follows:

"I have served the electric power industry for over forty years. This period was transformative in the sense that electric, gas and telecommunication industries were deregulated with the intent to benefit household customers by opening the door to competition.

"Yet, I watched as many households failed to reap the benefits of competitive markets. Some people didn’t fully understand how to take advantage of deregulation, and others simply lacked any innovative support to help them capitalize on it. The promise of lower bills and better service remained unfulfilled for too many.

"It pained me to see big corporate profits rising while ordinary people struggled with overpriced bills. I knew we needed a new approach. I founded Billing Union to leverage my expertise and inside knowledge of the industry to help household customers.

"At Billing Union, we negotiate with big corporations at corporate level to lower rates leveraging the strength of our membership. This enables the service providers to reduce their customer acquisition costs and agent fees, thus generating savings that are passed to our members."
