PSC Approves New POR Discount Rates At Two Utilities

The Maryland PSC has approved, as proposed by the EDCs, new purchase of receivables discount rates for non-residential customers Pepco and Delmarva, effective June 1, 2026
At Pepco-MD, the Type I POR discount will increase to 0.8064% from the current 0.6868%. The POR discounts for other non-residential classes at Pepco-MD will remain 0%, as shown below
At Delmarva-MD, all of the non-residential POR discount rates will remain at 0% for all non-residential classes, which is their current level
All 0% POR discounts listed above reflect the "zero-ing out" of negative POR discounts, consistent with PSC precedent
Residential POR ended on December 31, 2025, except for cancel/rebills and similar instances related to receivables purchased prior to December 31, 2025. The reconciliation of the final residential POR balances is subject to a previously reported process, and no update was made to the residential POR discount
