Consumer, Green Groups Seek Stay of Proceeding Reviewing Time of Use Rates For Default Service

The Maine Office of the Public Advocate (OPA) asked the Maine PUC to stay a proceeding reviewing whether to adopt, on an opt-in or opt-out basis, time of use rates for electricity standard offer service
The following parties assented to OPA's motion: Maine Department of Energy Resources, Efficiency Maine Trust, Conservation Law Foundation, Acadia Center, and the Natural Resources Council of Maine
Versant Power also supports the OPA's motion
Versant stated, "Versant is particularly interested in considering ways to implement current and/or
revised time-varying rate designs that provide customer expense and system cost reductions and
future cost avoidance benefits."
OPA sought the stay due to the time and expense required for the utilities to develop cost estimates and cost/benefit analyses for various straw proposals to implement TOU rates which are under consideration in the proceeding
The OPA noted that the time and expense necessary to provide such costs and data may be reduced or avoided if parties may reach a consensus on an alternative approach to implementing and increasing customer adoption of time-varying rate designs to shape residential load.
OPA sought the stay so that parties may discuss an alternative path forward
OPA said, "The parties are not seeking to close the docket, but rather to explore if there could be a more fruitful path forward. The OPA suggests that the Commission stay the proceeding and set June 26 as the deadline for OPA to file the report back."
