ICC Grants Broker License to Billing Union, Inc., Led By Current ComEd Employee

The Illinois Commerce Commission granted Billing Union, Inc. an electric agent, broker, and consultant license.
As first reported by EnergyChoiceMatters.com, Zafar Choudhry, with over 45 years experience in the electric industry, was listed as President of Billing Union in the company's application, and, as of the time of the filing of the application, was 100% owner.
At the time of the application, Choudhry was employed by Commonwealth Edison as a principal contract specialist working on interconnection contracting matters, as described further below. Choudhry previously served as a senior engineer at MAIN Inc. (the then Midwest NERC reliability council), working with power marketers to facilitate energy trade in the Midwest
Billing Union's application stated that, "Mr. Choudhry is currently employed by Commonwealth Edison Company (ComEd) as a Principal Contract Specialist. His role at ComEd involves transmission-level interconnection of generating facilities (wind farms, solar farms, and battery storage) and has no involvement with retail electric supply, customer accounts, retail pricing, or customer enrollment. Mr. Choudhry does not have access to non-public retail customer information, retail supply pricing, or any other information that would confer a competitive advantage in the brokerage of retail electric supply. Billing Union, Inc. will operate as a fully separate enterprise from Mr. Choudhry's employment at ComEd, and its brokerage activities will have no overlap with his ComEd duties."
"Mr. Zafar Choudhry, President, will not perform direct customer solicitation in the ComEd service territory," the application stated
Billing Union's application stated, "all customer solicitation and pre-contract disclosures in the Commonwealth Edison service territory will be performed by Jason Raphael, Director of Marketing & Sales, who is not employed by or affiliated with any electric utility operating in Illinois."
Billing Union's application stated, "Applicant does not currently operate as an agent, broker, or consultant in any other jurisdiction. Upon licensure in Illinois, Applicant intends to seek licensure in Ohio, Texas, and Pennsylvania in the future."
