PUC Declines To Change Default Service Proxy Price Methodology At This Time, In Approving SOS Rates

The New Hampshire PUC approved, as filed, new energy service (default service) rates for electric service at Public Service of New Hampshire, effective August 1, 2026
For the PSNH small customer group (including residential customers), the electric default service rate for the period August 2026 through January 2027 will be $0.14009 per kWh, which is 24% higher than the current rate of $0.11303 per kWh.
For the Large customer group, the PSNH monthly default service rates are as follows ($ per kWh):
August 2026 - $0.11862
September 2026 - $0.10645
October 2026 - $0.10528
November 2026 - $0.12119
December 2026 - $0.18350
January 2027 - $0.19760
In approving the default service rates, the NH PUC declined to adjust the proxy price methodology used for the one-half of small customer default service supplied directly from ISO-NE market purchases, or to address other issues such as reconciliation
As previously reported, PSNH and other stakeholders have raised issues with the proxy price methodology (see details in our prior story here), including offering proposals for the use a different proxy price methodology that would be intended to more closely track ISO-NE market rates and thus reduce reconciliations
The PUC stated, "there will be a further adjudication of the issues raised by the Company [PSNH] and other parties to this proceeding pertaining to Eversource Energy Service in the future, as there will be for Unitil and Liberty, but the precise timing, and form, of this adjudication is yet to be determined by the Commission. We acknowledge the analytical viewpoints regarding proxy-price development presented by Eversource and CPCNH [Community Power Coalition of New Hampshire] in this proceeding, and expect that we will delve more deeply into their potential benefits in this future adjudication, with the additional time being used to examine the promising data presented by these parties in greater depth."
Via a competitive procurement, PSNH awarded Macquarie Energy, LLC 25 percent (two tranches) of Small Customer Group default service load; awarded H.Q. Energy Services (U.S.), Inc. a single 12.5 percent tranche of Small Customer Group default service load; and awarded Constellation Energy Generation, LLC a single
12.5 percent tranche of Small Customer Group default service load, for the 6-month period beginning August 1, 2026
