Regulator Draws On Retail Supplier's Bond For Disputed Charge

The Connecticut PURA has issued a letter to the bond issuer of a bond posted by Clearview Electric, Inc. in which PURA draws upon the bond in an amount of approximately $178,000
Clearview previously exited the Connecticut electric market under a settlement, and does not serve retail electric customers in Connecticut
In the letter to the bond issuer, PURA stated that PURA, "certifies ... that Clearview has failed to perform its
duties as a Connecticut electric supplier or has violated the laws, decisions or orders
applicable to Clearview’s electric supplier license."
Specifically, the draw of $178,000 relates to what PURA said is non-payment by Clearview of a $178,000 charge to Clearview representing the amount allocated to Clearview by PURA for the utilities' costs to implement certain residential billing format and information changes
In prior filings, Clearview has argued that any liability associated with the utility billing implementation costs were resolved under the terms of a prior settlement in which Clearview exited the state, as such costs were a claim then known and knowable as having occurred prior to the date of the settlement (story on the settlement here
The bond is in the amount of $250,000
In drawing on the bond, PURA also rescinded a prior Notice of Violation to Clearview concerning non-payment of the implementation cost allocation
