NRG Energy intends to launch its third electric vehicle charging network and ecosystem in the Baltimore, Washington, D.C., and Northern Virginia corridor, it disclosed in rebuttal testimony at the Maryland PSC concerning Constellation Energy's proposed merger with Exelon (9271).

NRG Energy raised concerns with the merging companies' commitment to contribute $10 million to Maryland's EV infrastructure as a condition of the merger, with NRG arguing that it would crowd out private investment.

Glen Stancil, Vice President of Market and Product Development for NRG EV Services, testified that, "NRG is planning to make the Baltimore-Maryland-Northern Virginia area the site of its third eVgo network" following the initial markets of Houston and Dallas-Ft. Worth.

As previously reported, the NRG eVgo product offers customers a home charger plus a range of different electricity plans for a flat monthly fee, which cover home charging usage or home usage plus access to a public network of NRG-installed chargers. Load is served by an NRG affiliate or another participating retail electric provider.

"NRG ... is already preparing to roll out its eVgo ecosystem in the Washington, DC - Baltimore area," Stancil added.

In rebuttal testimony, Constellation and Exelon amended their earlier proposal to contribute $10 million to EV funding, and now propose to combine the funding with $5 million originally committed to the electric universal service program. Aside from the concerns raised by NRG, other intervenors had suggested in earlier testimony that the funding may be better applied to other energy efficiency or low-income programs. As a result, the merging companies have now committed to provide a total of $15 million, with the funds allocated to programs to benefit BGE customers as regulators deem most appropriate.
