PUCT Adopts New Timelines for TDU Discretionary Service Completion for Customers with Advanced Meters

The PUCT, with several clarifying revisions, adopted Staff's latest proposal for adoption for amendments to customer protection rules and the retail delivery tariff relating to advanced meters (38674).
The new rules facilitate same-say switching for customers with advanced meters, and also establish later deadlines for the submission of discretionary service requests by REPs, for such service requests to be completed on the same day (regardless of advance meter communication) for customers with advanced meters, including reconnects and Move-Ins.
Matters' Sept. 23 story discussed the originally proposed timelines for discretionary service requests.
Staff's latest proposal, as detailed in our October 21 story, reflects the TDUs' agreement to allow REPs to submit certain discretionary service requests on a Saturday for customers with smart meters, with same day completion of such requests required if submitted by a certain deadline.
The final rule also retains the rescission period for all enrollment methods for mass market customers. An earlier proposal for publication had proposed ending the rescission period except where federally required, but this was later deemed unnecessary to facilitate same-day switching.
