D.C. Orders Base Rate Investigation at WGL
The District of Columbia PSC has initiated an investigation into the reasonableness of Washington Gas Light's base rates, citing the amount of time that has passed since WGL's last base rate proceeding, the company's recent earnings level, and a decrease in WGL's depreciation expense. Aside from any changes to transportation rate schedules which may arise in a base rate proceeding, of interest to retail suppliers is that a base rate proceeding could serve as a forum to examine Purchase of Receivables in D.C., which the PSC, to date, has only examined on the electric side in FC 1085. The PSC ordered WGL to file a base rate application within 90 days (FC 1093).
CL&P Reports Standard Service Suppliers
Connecticut Light and Power reported that the following wholesale suppliers will collectively serve CL&P's Standard Service load in 2012: Constellation Energy Commodities Group, Inc.; Hess Corporation; NextEra Energy Power Marketing, LLC; and PPL EnergyPlus, LLC.
Pa. PUC Posts Agenda for Retail Market Hearing
The Pennsylvania PUC has posted an agenda (click here) for its November 10 en banc hearing on interim measures to improve the retail electric market. The hearing will focus on customer education, accelerated switching timelines, referral programs, retail opt-in auctions, and other issues (I-2011-2237952).
