CMS Energy and Consumers Energy President and CEO John Russell does not expect legislation to raise Michigan's electric choice cap to gain any traction.

"I don't expect anything to come out of it," Russell said during a presentation at the EEI conference yesterday.

Russell said that at a recent hearing on the cap, "it was pretty clear that the majority of the people want to keep the cap," stating that the Michigan Chamber of Commerce, the Michigan Manufacturers Association, and General Electric support the current cap.

Russell said that 300 of Consumers' 1.8 million electric customers currently take retail open access.
