Anderson: Capacity Market "Not on the Table"

PUCT Commissioner Kenneth Anderson yesterday wished to make "crystal clear" to the resource community that a capacity market, "is not on the table" at this time, as the Commission examines various measures to assure resource adequacy in ERCOT.
To the extent resource owners believe Anderson opened the door on a capacity market with comments at the October 27 open meeting, concerning material changes in project financing which have occurred recently, Anderson said that resource owners are, "liable to get it [the door] slammed on your hands, if you're trying to push it a little further."
Anderson said that the financing challenge he cited at the October 27 open meeting would not be solved by a capacity market, and that it is a separate issue.
PUCT Chairman Donna Nelson said that she was "glad" Anderson reiterated his opposition to capacity markets, stating that a capacity market "does not send signals" and does not incent new build.
