Affiliate of Master-Meter Energy Manager Seeks Ohio Supplier License

Capital Energy LLC applied for an Ohio electric supplier license as a power marketer, power broker, and aggregator to serve all customer classes in all service areas.

Capital Energy is a start-up but is affiliated with American Power & Light (AP&L), a provider of metering, reading, billing, and collection services, as well as installation and maintenance of private electric distribution systems, for property owners and managers, particularly master-metered multi-family properties.

American Power & Light was developed, "in order to serve customers of multi-family communities that were master metered by the developers in order to provide the opportunity to take advantage of savings that were materializing through deregulation and a competitive environment."

"As an energy manager, AP&L has been responsible for the day-to-day billing operations of over 7,000 multi-family customers in central Ohio. AP&L handles the aggregation and purchasing of the over 54,000 MW of power required on a yearly basis to facilitate their customers electrical needs," Capital Energy says in its application.

Capital Energy said that AP&L is also responsible for negotiating on behalf of property owners to provide electricity to the individual master meters, and that the current contract is with AEP Retail.

Unlike AP&L, Capital Energy will apparently be the load serving entity and take title to the power, as indicated by its intent to seek FERC market-based rate authority and from its description of its procurement strategy. Furthermore, it will expand beyond the multi-family residence market.

"Capital Energy will be serving as an energy marketer for intensifying its marketing efforts towards single-family, commercial, and industrial customers."
