Duke Energy Ohio Files Tariffs Listing Amount for Bypassable Riders

Duke Energy Ohio has filed tariffs establishing retail generation rates for the period beginning January 1, 2012.

PUCO had previously announced that the blended winning price from the recent auction for Standard Service Offer supplies was $52.68 per megawatt-hour; however, retail generation rates under Duke Energy Ohio's new default service structure will retain block pricing as well as a seasonal variation, for certain classes.

Rider RE (Retail Energy Rider) rates for the most prominent rate classes are below; rates for all classes may be found on pages 82-84 of the linked PDF.

It is not clear why two different sets of charges appear for Rate DM; notably, for Rider RC, only one set of charges is listed for Rate DM

Bypassable Rider RC (Retail Capacity Rider) rates for the most prominent rate classes are below; rates for all classes may be found on pages 79-81 of the linked PDF. Although Rider RC rates are bypassable, the wholesale cost of capacity which is translated into retail rates is determined by the RPM auction, which is the same price paid by competitive suppliers.

Also bypassable is Rider AER-R (Alternative Energy Recovery Rider), which will be a charge of $0.000388 per kWh for all classes, effective January 1, 2012.

Additional bypassable riders include Rider SCR (Supplier Cost Reconciliation Rider) and temporary Rider RECON (Fuel And Reserve Capacity Reconciliation Rider). The amounts of these riders have not yet been determined. Also, Rider RTO (Regional Transmission Organization Rider) is bypassable, but is currently listed as $0/kWh.

Additionally, Duke Energy's Ohio filed tariff lists a charge of $0 under Rider UE-GEN (Uncollectible Expense - Electric Generation Rider). This rider is not bypassable for competitive supply customers billed under POR, but is bypassable for any customer taking competitive supply whose receivables are not purchased by Duke Energy Ohio.
