PUCT Authorizes Increase in Oncor Commercial Load Management Program

The PUCT authorized an incremental 50 MW at Oncor's commercial load management program for the summer of 2012 (see 1/20), though the Commission stressed that the action was taken due to the current reliability situation, and that it will not customarily be inclined to alter the TDUs' energy efficiency plans once established.

PUCT Exempts Storage from 4CP

The PUCT adopted a final rule regarding energy storage which exempts storage from the 4CP (Project 39917).

AEP Completes BlueStar Acquisition

American Electric Power and its unregulated subsidiary AEP Retail Energy have completed the previously reported acquisition of BlueStar Energy Holdings Inc. and its independent retail electric supplier BlueStar Energy Solutions. BlueStar has been in operation since 2002 and has more than 23,000 customer accounts.

PUCO Adopts AEP Ohio ESP-I Tariffs

The Public Utilities Commission of Ohio approved AEP Ohio's filed tariffs to implement rates under the electric security plan in effect as of December 31, 2011, with the exception of the TCRR (transmission) and FAC (fuel) rates as filed, as PUCO said that these rates should be unblended to be unique to the Ohio Power and Columbus Southern Power rate zones. PUCO also rejected the filed Phase-In Recovery Rider (PIRR), which collects previously deferred generation costs, stating that it will address PIRR in a subsequent entry.
