Pa. PUC Approves Time of Use Generation Service Programs at Duquesne Light

The Pennsylvania PUC has approved two Time of Use pilots for residential default service customers at Duquesne Light.

Under the Time of Day (TOU-2) option, 111 pre-enrolled residential customers may choose one of two time-based pricing options, which will be in effect from June 2012 through September 2012.

Under Time of Day 1, supply rates will be as follows:

On-Peak: 15.72 cents/kWh

Off-Peak: 6.13 cents/kWh

For Time of Day 1, on-peak hours are 1 p.m. to 6 p.m. on non-holiday weekdays; and off-peak hours are all other hours.

Under Time of Day 2, supply rates will be as follows:

On-Peak: 31.44 cents/kWh

Off-Peak: 5.86 cents/kWh

For Time of Day 2, on-peak hours are 4 p.m. to 6 p.m. on non-holiday weekdays; and off-peak hours are all other hours.

Duquesne Light's current residential default service supply charge is 7.86 cents/kWh. The TOU rates will not be reconciled, consistent with Duquesne Light's current default service plan under which Duquesne Light does not reconcile residential over/under collections.

Additionally, Duquesne Light is offering a Time of the Week (TOU-1) program to 1,341 pre-enrolled residential default service customers, which will reward such customers for reducing usage, but which will not subject the customers to the risk of a higher bill for non-action.

Specifically, under TOU-1 which will run from June 2012 through September 2012, if a customer can reduce their weather normalized weekday usage by 10% or more below their 2011 baseline kilowatt-hour usage during a month, the customer will receive a 10% credit on the supply portion of their bill for that month. Participants who reduce their monthly consumption by at least 10% for all four months will receive an additional 10% off their September 2012 supply charges.
