Maryland PSC Approves Pepco Critical Peak Rebates for SOS Customers

The Maryland PSC conditionally approved the phase-in of Pepco's critical peak rebate dynamic pricing plan, effective July 1.
Pepco is to file tariffs for the program by June 15, and parties will have an opportunity to comment, by June 22, on any issues with the tariff, to allow the Commission to address any issues by July 1.
The PSC had already adjudicated major design elements of the critical peak rebate program, as first reported by Matters, and outstanding issues only related to Pepco's phase-in schedule.
Under the approved phase-in, as originally proposed, the critical peak rebate will be limited to 5,000 residential SOS customers for the initial period (through September 30, 2012).
As previously reported, the critical peak rebate, for the initial period, pays customers a $1.25 per kWh credit for reducing usage, relative to a baseline, during called events. The retail SOS price is not affected.
During the initial phase-in, bill credits will be shown on the supply portion of the bill.
Starting June 1, 2013, critical peak rebate payments will be available to all residential customers regardless of whether they are on SOS or shopping with a competitive supplier (provided that the competitive supplier is not already monetizing the customer's load reductions in PJM)
Bill credits will shown on the distribution portion of the bill effective June 1, 2013.
