Illinois Adopts New Rules for Internet Enrollments

The Illinois Commerce Commission has adopted as final new rules for internet enrollments for retail electric service.
Specifically, the ICC adopted revisions to 83 Ill. Adm. Code 453 with an effective date of August 1, 2012. The amendments had been proposed in Docket 09-0592.
The most notable revision is that the new rules strike the prior provision that Electronic Letters of Agency must include, "A conspicuous statement, within the body of the electronic version of the contract, that residential customers may cancel the enrollment within 3 business days after the Internet enrollment."
The rescission period is to be addressed in 83 Ill. Adm. Code 412; however, the Part 412 rules are currently the subject of an objection and filing prohibition from the Joint Committee on Administrative Rules, and the ICC took no action on Part 412 as part of adopting Part 453.
Additionally, the utility tariffs also address a rescission period, such as the 10-day period for small volume customers required per the Ameren tariff.
