San Francisco Board Moves Forward with Community Choice Aggregation
The San Francisco Board of Supervisors has, in a veto-proof 8-3 vote, voted to approve a contract with Shell Energy North America to supply an opt-out community choice aggregation program called CleanPowerSF, which shall offer customers 100% renewable power. A review by the city PUC Rate Fairness Board of specific rates under the plan is still required. While Mayor Ed Lee has expressed reservations about the program, the 8-3 vote would override any veto. The opt-out period is expected to begin in the spring of 2013.
Lancaster, Mass. Municipal Aggregation Approved by DPU
The Massachusetts DPU has approved the municipal electric aggregation plan filed by the Town of Lancaster, which has a population of about 8,000. Consistent with other approved aggregations, in order to reduce basic service risk premiums from unanticipated migrations of large commercial and industrial customers to basic service, the DPU directed Lancaster to provide National Grid with (1) 90-day notice prior to a planned termination of the aggregation plan, (2) 90-day notice prior to the end of the anticipated term of the program's Competitive Electric Service Agreement, and (3) four-business-day notice of the successful negotiation of a new power purchase agreement that extends the date at which aggregation participants would otherwise return to basic service.
