PJM Seeks to Create Cleveland Locational Deliverability Area for Load Serving Entities' Capacity Obligations

PJM has filed at FERC to create a new Cleveland Locational Deliverability Area (LDA) as part of the capacity obligations required to be met by load serving entities through the capacity market.
The proposed Cleveland LDA is wholly within the existing ATSI LDA.
Carving out the Cleveland LDA, a constrained area, would allow for further capacity price separation.
PJM sought an effective date of January 4, 2013 for the LDA to allow the new LDA to be reflected in the May 2013 Base Residual Auction.
PJM said that creation of the Cleveland LDA would, "ensure that planning analyses are consistent with the Cleveland Interface that is currently monitored in PJM operations as an IROL [Interconnected Reliability Operating Limit] and to address potential reliability concerns related to the voltage and stability limitations in the Cleveland metropolitan area."
