Texas Directs Staff to Develop Strawman on ERCOT CDR Elements, Inputs

The Public Utility Commission of Texas directed Staff to develop a strawman concerning the elements that should be contained in ERCOT's Capacity, Demand and Reserves report, and other design inputs of the report.

Such strawman shall be presented to the Commission in about six weeks.

With such strawman, the Commission intends to reach consensus on elements to be included in the CDR report (and potentially adopt such elements in the form of a formal rule, or as direction to ERCOT).

Commissioners said that such consensus must be reached so that the CDR report can be relied upon as an objective, accurate and undisputable metric in its ongoing resource adequacy investigation

Among other things, the analysis shall include the capacity factors applied for generation, including whether wind should be applied a unique capacity factor based on location (such as a higher capacity factor for coastal wind versus West Texas wind)
