Calif. Adopts Lottery to Assign Available Direct Access Load
The California PUC accepted as final an unopposed stipulation to institute a lottery process to assign any unsubscribed direct access load, and to require annual reporting of direct access migration and the lottery process. In brief, under an annual lottery process, each utility would run a "randomizer" tool (Microsoft Access or some other tool agreed-upon by all parties) to assign a random number to each customer's Notice of Intent submission to take any available direct access space. Customers would be accepted under any available direct access space based on their randomly assigned number, in place of the prior mechanism which accepted Notice of Intent submissions on a first come, first served basis. FERC Requires e-Tag Information to be Shared with Commission, RTOs
FERC has adopted a final rule requiring e-Tag Authors, through their Agent Service, and Balancing Authorities, through their Authority Service, to take appropriate steps to ensure that the Commission is included as an addressee on the e-Tags covered by the final rule. The Commission anticipates that existing procedures for processing and communicating e-Tags, which are largely automated, will be used to facilitate Commission access to e-Tags. The Commission will require that the Agent Service used by e-Tag Authors include the Commission on the CC list of entities with view-only rights to the e-Tags covered by the final rule. In addition, the Commission will require that the Authority Service used by the Sink Balancing Authority (located within the United States) validate the inclusion of the Commission on the CC list of the e-Tags before those e-Tags are electronically delivered to an address specified by the Commission. The Commission will require e-Tag Authors and Balancing Authorities to make available to an RTO, ISO or MMU access to complete e-Tags, upon request to the e-Tag Author and Balancing Authority. Due to the proprietary data included in e-Tags, the Commission will not make complete e-Tags publicly available, as suggested by certain commenters. Docket RM11-12

Connecticut Files Final Report on Electric Suppliers, Aggregators
The Connecticut Public Utilities Regulatory Authority has filed a final version (click here for report) of its annual report (12-09-14) to the General Assembly on electric suppliers and aggregators. The report, covering 2011, lists for the year new applicants, new applicants granted licenses, and the time required for the processing of the applications.
