Maryland PSC Approves Bypassable 3¢/kWh Credit to BGE SOS Customers

The Maryland PSC has approved Baltimore Gas & Electric's true-up to the bypassable charges applicable to Type II SOS customers, which are designed to recover prior rate mitigation credits, with the true-up resulting in Type II Schedule GS SOS customers receiving a nearly 3¢/kWh credit for the month of January 2013.
At issue was BGE Rider 29, which for Type II Schedule G and Schedule GS SOS customers has added a bypassable charge to the otherwise applicable SOS price to recover from such customers the costs of refunds paid to distribution customers who previously funded a rate mitigation of Type II rates in 2008, after a court found such mitigation to be unlawful.
Under the Rider 29 charges in effect before the true-up, Type II Schedule G SOS customers had paid a bypassable 1.062¢/kWh, and Type II Schedule GS SOS customers had paid a bypassable 1.336¢/kWh
Under the true-up, to be in effect for only the month of January 2013, Type II Schedule G SOS customers will pay a bypassable 0.179¢/kWh.
Additionally, under the true-up, Type II Schedule GS SOS customers (and only SOS customers) will receive during January 2013 a bypassable credit of 2.861¢/kWh.
The otherwise applicable Type II Schedule GS SOS charge for January 2013, including generation and transmission but excluding the energy cost adjustment (Rider 8) will be as follows:
Schedule GS - Type II, Dec. 1 '12 - Feb. 28, '13 (¢/kWh)
On Peak: 9.638
Intermediate: 7.388
Off Peak: 7.208
These amounts do not include the impact from the bypassable credit under Rider 29.
