Texas Staff Propose Questions Regarding ERCOT CDR Inputs, Suggest Workshop

Staff of the Public Utility Commission of Texas have recommended that the Commission hold a workshop on inputs to the ERCOT Capacity, Demand and Reserves (CDR) Report, and have filed a list of potential questions related to certain elements.

Among other things, Staff's proposed questions include:

• Does the currently used Moody's forecast of economic growth (low growth forecast) support an accurate forecast of demand?

• Should Non-Spin Reserve Service be included in the CDR?

• What is the effect of various Emergency Response Service programs and "passive" demand response?

• What assumptions should be incorporated into the CDR to reflect energy efficiency programs?

• Should the Effective Load-Carrying Capability of wind resources be adjusted, to reflect new turbines, or based on location (e.g. coastal wind)?

• Is 50% an appropriate value for counting non-synchronous ties.
