Calif. Draft Would Require Earlier Showing of Resource Adequacy Compliance by Retail Suppliers

A California PUC proposed decision would advance the deadline by which electric service providers must show their monthly compliance with resource adequacy obligations.

Currently, under D.05-10-042, each monthly capacity compliance filing is to be submitted on the last day of the second month prior to the compliance month (e.g., March 31 for May). In other words, LSEs submit their monthly RA plans to the Commission approximately 30 days prior to the beginning of the compliance month.

Pacific Gas & Electric requested that the timing of this submission be changed to 45 days before the beginning of each compliance month, to coincide with anticipated CAISO changes concerning the resource adequacy scheduled outage replacement process.

The draft order would grant PG&E's request, dismissing several objections raised by retail suppliers.

The draft provides that the change will begin with program year 2013, to coincide with anticipated CAISO requirements.

The first modified deadline would be that the May 2013 compliance showing is now required by March 18, 2013, rather than April 2, 2013.

The draft explicitly notes that the following language from D.10-06-036 at Ordering Paragraph 6(e) remains in effect: "Load-serving entities may, at the discretion of the California Energy Commission staff, file changes to their load forecasts up to 25 days before the due date of the month-ahead compliance filings."
