Duquesne Light Proposes New Contract Mix, Procurement Dates for Default Service Plan

Duquesne Light has proposed revised procurement dates and contract lengths for its default service plan starting June 1, 2013, in compliance with a PUC order.
In adopting the default service plan, the PUC previously held that procurements shall occur no earlier than five months prior to delivery, and that contracts should not extend beyond the May 31, 2015 end of the default service plan. Duquesne Light already received approval for modifications to procurements for contracts starting June 1, 2013, as previously reported, but had postponed filing revised procurement dates for contracts with later start dates.
Duquesne Light now proposes that, for residential service for the period June 1, 2014 through May 31, 2015, it will place for bid 50% of default supplies in January 2014 and 50% in April 2014. The company has also proposed to eliminate the residential RFP originally proposed for April 2014 to procure a 12-month product with deliveries after May 31, 2015.
For the small commercial procurements, no further change to the schedule is needed, as Duquesne Light has already received Commission approval to move the small C&I procurement originally scheduled for November 2012 to March 2013, and all other procurements are already within five months of delivery.
However, Duquesne Light is proposing to modify the 12-month product for small C&I customers to be procured in November 2014, to be a 6-month product, so as not to include any products with deliveries beyond May 31, 2015.
