Massachusetts Advances Purchase of Receivables

The Massachusetts Department of Public Utilities has issued a procedural schedule for further consideration of the electric utilities' pending purchase of receivables compliance filings, which have been pending at the DPU for two years.
The DPU directed the utilities to submit revised compliance filings on May 1, with initial comments and replies due on May 15 and May 24, respectively.
The utilities are to include in their latest compliance filings: (1) revised Terms and Conditions for Competitive Suppliers (consistent with the Model Terms and Conditions issued in D.P.U. 10-53-A (2011)); (2) purchase of receivables (POR) implementation plans; and (3) supplier service agreements. The utilities shall update all relevant data.
In addition to clean, unredlined submissions, each Company shall submit the following versions of its compliance filings:
• Clean with relevant notations regarding: (a) whether the Company believes an issue is unresolvable by the parties; (b) whether the Company believes an issue will impede POR implementation; (c) whether the Company believes a revision is necessary to implementing its POR program; and (d) any other relevant matters that the Company wants to highlight;
• Redlined to show revisions from the existing, previously approved documents (i.e., terms and conditions, and supplier service agreements); and
• Redlined to show changes from the previously submitted compliance filings.
