Baltimore Gas & Electric has proposed creating an alternative SOS pricing option, on a pilot basis, for residential customers who purchase or lease a plug-in electric vehicle and who charge their electric vehicles at their primary residence

Under BGE's proposal, the Schedule EV SOS rate would be time-differentiated, with an on-peak and off-peak component.

For the June 1, 2013 to Sept. 30, 2013 SOS period, the EV SOS on-peak rate would be 19.054¢/kWh. This includes an adder of 2.255¢/kWh for transmission, based on current transmission rates.

For the June 1, 2013 to Sept. 30, 2013 SOS period, the EV SOS off-peak rate would be 5.922¢/kWh. There would be no transmission charge included in the off-peak EV SOS rate.

Peak hours would be from 10 a.m. to 8 p.m. on non-holiday weekdays during the summer, and between hours of 7 a.m. and 11 a.m. and the hours of 5 p.m. and 9 p.m. on non-holiday weekdays during the winter (summer and winter retaining their current SOS definitions).

BGE said that the EV SOS rate was made to be revenue neutral with respect to the supply costs to the residential customer class.
