Pennsylvania PUC Approves Greater Role for Retail Supplier in PECO Dynamic Pricing Program

The Pennsylvania PUC has approved a revision to PECO's dynamic pricing program under which the selected retail supplier serving customers under the plan, Reliant, will take on a greater role in the program.

As previously reported, Reliant was selected via RFP to serve customers under the Time of Use pilot marketed to default service customers. Customers will be Reliant customers, and the Reliant name will appear on the customer's bill.

Initially, PECO had proposed a separate administrator for the program, but due to a reduction in program complexity, PECO later proposed that Reliant assume this role.

Specifically, the PUC approved PECO's revised proposal under which Reliant will be responsible for tasks such as: developing customer education and marketing materials; developing and hosting a pilot website; providing a customer call center; providing bill protection checks; and tracking pilot data.

PECO intends to solicit approximately 140,000 default service customers (120,000 residential, 10,000 small commercial, and 10,000 CAP) for the TOU program, with offers sent in the fourth quarter of 2013.

Service under the pilot is to last for one year, and as previously reported, Reliant will retain participating customers at the end of the pilot term, provided that Reliant provides customers with a TOU rate.
