FERC Sets Technical Conference for Its Intrusion into California Resource Adequacy Policy

FERC has scheduled a technical conference regarding its intrusion into California's resource adequacy policy debate

Specifically, FERC will hold a technical conference July 31-August 1, "to facilitate a structured dialogue on flexible and local resources at risk of retirement," and to focus on the development of a "market-based mechanism" to provide "incentives" to ensure that the reliability needs are met. Docket AD13-5
As a general rule, when the government has to "develop" a "market," it means just the opposite. Markets exist when buyers and sellers are free to exchange goods and determine value free from government mandates and interference.
There's another word for providing "incentives" as well, it's called subsidization
