FERC Issues Order on New York ISO Buyer/Seller Mitigation in Local Capacity Zones

FERC yesterday issued an order regarding buyer-side and seller mitigation in new capacity zones (link to FERC order, Docket ER12-360). FERC generally accepted major tenets of the mitigation as proposed by NYISO. Of note, FERC will allow NYISO to grandfather projects that have commenced construction, as defined in the tariff, prior to the March 31 new capacity zone filing from the new buyer-side mitigation associated with new capacity zones.
