Pennsylvania PUC Expands Eligibility for PECO Standard Offer Customer Referral Program

The Pennsylvania PUC has expanded the universe of customers eligible to take service under PECO's Standard Offer customer referral program, under which retail suppliers enrolling in the program offer customers, referred from PECO, a 7% discount off the Price to Compare applicable at the time of enrollment, for 12 months.
Under a prior PUC order, the Standard Offer program was open to residential and small C&I customers, with small C&I customers defined as those with loads equal to or below 25 kW.
However, PECO's existing small C&I class is defined as customers with peak load demand of 100 kW or less, and PECO asked that this definition be used for the Standard Offer program for administrative ease.
The PUC, in an order issued yesterday, adopted a revised definition of small C&I customers with respect to the Standard Offer program, adopting PECO's tariffed small C&I definition (100 kW cutoff) as the definition of small C&I customers eligible for the Standard Offer program.
The PUC also approved PECO's proposed revised schedule under which the Standard Offer program will be operating by mid-August 2013 for both residential and small commercial customers, with PECO ready to accept applications from EGSs beginning on July 1, 2013.
Additionally, the PUC confirmed that costs of the Standard Offer program above the $30.00 customer acquisition fee cap applied directly to participating suppliers will be recovered equally from residential and small commercial default service customers, and through the POR discount, on a 50/50 basis.
