Texas Seeks Comment on Inclusion of Emergency Response Service in Available Operating Reserves (Impacts Price Adder)

The Public Utility Commission of Texas will accept comments on an issue regarding implementation of an Operating Reserves Demand Curve raised by CPS Energy.
On October 1, 2013, CPS Energy filed comments relating to ERCOT Nodal Protocol Revision Request (NPRR) No. 568, "Real Time Reserve Price Adder Based on Operating Reserve Demand Curve."
In those comments, CPS identified an issue that may arise as ERCOT stakeholders consider the NPRR.
Specifically, according to CPS, NPRR 568 currently does not include Emergency Response Service (ERS) loads in the calculation of available operating reserves. As a consequence, CPS argues that available operating reserves are lower than they would be if these resources were included, the probability of load loss is greater, and the reserve price adder is thus higher than it otherwise would be.
The Texas Commission will discuss this issue at the Open Meeting scheduled for October 25, 2013. Parties who wish to comment on this issue were invited to submit written comments by October 11, 2013.
